Afghan Women Allowed to Study in Pakistan Under Taliban Conditions

KABUL – The Taliban administration in Afghanistan has conditionally allowed Afghan women to pursue higher education in Pakistan, provided their male guardians, or mahrams, are granted visas to accompany them.

This development aligns with entrance exams held on Saturday, where hundreds of Afghan students competed for opportunities to enroll in graduate, postgraduate, and doctoral programs at Pakistani universities. Afghan refugees in Pakistan took these exams in Peshawar and Quetta, while students residing in Afghanistan are set to participate online in the coming days.

Pakistan’s special envoy for Afghanistan, Mohammad Sadiq, announced that approximately 21,000 Afghan students, including more than 5,000 women, had applied under the fully funded Allama Iqbal Scholarship program. Administered by Pakistan’s Higher Education Commission (HEC), the initiative will select up to 2,000 students, with one-third of the slots reserved for women.

A senior Pakistani government official, speaking anonymously, confirmed the Taliban’s agreement and Pakistan’s willingness to issue visas for male guardians to comply with Afghan laws. The Taliban, however, have yet to make an official statement on the matter.

The scholarship program, aimed at fostering ties between the neighboring countries, offers education in fields such as medicine, engineering, agriculture, and computer science. The initiative was previously disrupted after the Taliban reclaimed power in 2021, banning girls’ education beyond the sixth grade and restricting women’s mobility without male accompaniment.

This conditional agreement represents a significant shift as international pressure mounts against the Taliban’s policies on women’s rights. The United Nations has labeled the Taliban’s gender-based restrictions as “gender apartheid.” While the Taliban argue their policies align with Islamic principles and Afghan traditions, global condemnation and calls for reform persist.

The move comes amid strained relations between Pakistan and Afghanistan, with Islamabad accusing Kabul of harboring anti-Pakistan militants. Nevertheless, efforts to enhance cooperation in education, trade, and other areas are ongoing, signaling hope for improved bilateral ties.
